Kōloa Village Residential on Kaua‘i continues to make steady, visible progress as it moves from heavy site work into advanced stages of vertical construction and interior finishes.

Overall Project Progress

Karl’s Construction Services LLC conducted a recent site visit in early December and met with the contractor’s team to review work in place. Crews are active throughout the site on a full-time basis, and both sitework and vertical building construction are advancing without major disruption.

Site development, which began in late 2024, is now essentially complete. Sidewalks are in, the primary driveways are paved, and remaining areas are being kept open only as needed for construction of vehicle access.

Vertical construction began earlier this year and is now well into the framing, roofing, and interior build-out stages across multiple buildings.

Buildings A & B

Framing and roofing are complete.

Interior finishes are significantly advanced and nearing completion.

Units already show installed cabinets, countertops, doors, railings, and major appliances staged for installation. Finish electrical, plumbing, and bathroom work are close to final.

Buildings C, D, E, M, N & Q

Framing and roofing are complete.

Interior rough-in work (plumbing, electrical, HVAC, fire sprinklers) is in progress.

In Building E, insulation, drywall, stairways, and lanai areas are actively being built out, with interior and exterior finish systems underway.

Vertical framing is either complete or in progress.

Roofing has begun where framing is finished.

Post-and-pier systems and formwork are being prepared on other structures, supporting the next phases of framing.

Fire sprinkler mains and heads are being installed throughout the buildings.

Interior electrical rough-in and device installation are underway, with some units already showing near-final electrical finishes (lighting, ceiling fans, receptacles, switches).

Flooring materials and bathroom/kitchen finishes are on site, with installation underway in the most advanced buildings.

Appliances have been procured and are being staged for installation in completed kitchens.

Grading and building permits for the various residential buildings have been issued by the County of Kaua‘i.

Additional permits for individual buildings have been approved as vertical work expands across the site.

Dust screens remain installed around the site perimeter.

Tire-cleaning aprons at the construction entrances and silt fences are in place and properly maintained, supporting continued compliance with environmental requirements.

Schedule & Outlook

Vertical construction started at the beginning of this year, following earlier sitework in 2024.

Although some early framing activities started slightly later than originally projected, the contractor’s current schedule indicates that key buildings, including A and B, are expected to reach completion in the early part of 2026, with initial occupancies anticipated soon thereafter.

Overall project completion for the current scope continues to be projected for late spring 2026, and it remains realistic to meet the contractual completion date based on current productivity levels and progress.

Budget, Change Orders & Invoices (High-Level Overview Only)

Independent review of the primary contractors’ most recent payment applications confirms that the value of work in place and materials on site aligns with the amounts being invoiced.

Several change orders have been executed to address necessary scope additions or revisions, such as tree removals, utility modifications, fire system and plumbing fixture adjustments, and upgraded finishes (including tub surrounds).

Budget tracking indicates that the current overall funding remains sufficient to complete the project as planned.

Kōloa Village Residential continues to transition from heavy infrastructure and structural work into interior build-out and finishes across multiple buildings. With sitework largely complete, framing and roofing well advanced, and interiors actively progressing, the project is moving steadily toward phased completion in 2026.

Quality, safety, and environmental measures remain strong, county inspections are ongoing, and independent reviewers confirm that both schedule and budget remain on a solid footing for delivering a functioning residential community in Kōloa, Kaua‘i.
