Koloa Village Project – Construction Update

At EB5LA, we are committed to keeping our community informed about the progress of projects. This update provides the latest August 2025 construction report for the Koloa Village Residential Project, based on the most recent site inspection and project documentation.

Site and Vertical Progress

Sitework is nearing completion, with sidewalks and driveways being poured. The retaining wall at the northwest corner has been completed. Buildings A, B, and C: Framing is complete with trusses installed. Roofing work is nearly finished, exterior siding installation is underway, and interior framing has begun with drywall installation following closely. Buildings D and E: Framing is ongoing, with trusses being installed on Building D. Other buildings: Preparations are underway to start framing on the remaining buildings.

Permits and Inspections

Grading and building permits remain active and inspections are ongoing by the County of Kaua‘i. Environmental protection measures such as dust screens, silt fences, and tire cleaning aprons remain in place and are being properly maintained. County inspectors and special inspections continue to regularly monitor work.

Quality, Safety, and Security

Construction is progressing in general compliance with drawings and specifications. Safety performance has been strong, with no reportable accidents to date. Security measures remain effective, with no significant losses reported.

Financial Overview

Contractor pay applications and change orders have been reviewed and remain within expected market pricing. Current budgeted funds appear sufficient to complete the project.

Schedule

The vertical construction schedule indicates a projected completion date by Spring 2026. While the project is slightly behind schedule due to early start-up issues, design modifications, and weather, substantial completion remains achievable within contract timelines.

Photos – August 2025 Site Visit

Interior rough-in and exterior finishes are progressing on Buildings A–C. Vertical framing is advancing on Buildings M and N. Post & Pier systems have been poured for Buildings D, E, F, and G. Ongoing underground utility work continues across the site. Drywall, plumbing, and electrical rough-ins are underway in Building C.
