EB5LA is pleased to share that the United States Citizenship and Immigration Services (USCIS) has officially approved the designation of Texas Lending Alliance, LLC as a Regional Center under the EB-5 Regional Center Program. The approval was issued on July 14, 2025, following the initial submission of Form I-956 on January 30, 2025.

Approved Coverage Areas

The newly approved Regional Center is authorized to operate in the following areas:

  • Entire states of Texas, Utah and Colorado
  • Specific counties in New Mexico, including Bernalillo, Sandoval, Los Alamos, San Miguel, More, Santa Fe, Quay, Torrance, Rio Arriba and Valencia

Assigned Regional Center ID

The designation includes the assignment of a unique Regional Center Identification Number (RCID): RC2500014075. This number must be used in all filings and correspondence with USCIS related to the regional center and its associated new commercial enterprises (NCEs).

Compliance Obligations Under RIA 2022

Under the EB-5 Reform and Integrity Act of 2022, Texas Lending Alliance and all affiliated parties are now subject to new compliance and reporting obligations, including:

  • Annual Statements: Regional centers must file Form I-956G annually to certify program compliance.
  • Integrity Fund Contributions: An annual fee of $10,000 or $20,000 (depending on the number of investors) must be paid each October 1.
  • Audits and Record Keeping: USCIS will audit each regional center at least once every five years. All financial and investor records must be preserved for a minimum of five years.
  • Fund Administration: All investor capital must be maintained in separate, monitored accounts, with transfers requiring third-party verification.

USCIS emphasizes that this designation does not imply endorsement of any specific investment projects or business activities related to the regional center. The approval is limited strictly to the eligibility requirements under the Regional Center Program and does not involve securities law compliance or any federal guarantee of investment performance.

This designation strengthens the EB-5 landscape across the Southwest and opens new opportunities for immigrant investors seeking U.S. residency through qualified regional center investments.
