Construction Progress

As of the site inspection on July 3, 2025, construction crews were fully active across the site. Vertical work began in early 2025 and continues to make steady progress. Final grading and underground utility installations are nearing completion. The retaining wall at the southwest corner has been finalized, marking a key structural milestone.

Significant framing progress has been reported on Buildings A, B, and C, with preparatory work underway for Buildings R, N, and M on the northeastern side of the site.

Permits and Compliance

The project is fully permitted and compliant with local regulations. A Grading Permit was issued by the County of Kauai in September 2024, authorizing the grading of approximately 2.55 acres. A series of building permits for various residential structures (Buildings A–R) were issued to Shioi Construction Inc., most recently including Permit #25-00000248 for Building G in early July 2025.

County and third-party inspectors are routinely present, ensuring all work aligns with construction plans and environmental safety protocols, such as dust screens and silt fencing, which are maintained throughout the site.

Financial Overview

From a financial standpoint, the project continues to move forward as planned, with regular monthly draw requests submitted by the general contractor. The percentage of completed work has increased compared to the previous month, reflecting continued progress in framing, infrastructure, and material deliveries.

Additional work orders and design updates have been integrated into the scope and are being closely tracked by the inspection team. No major budgetary issues or payment delays have been reported.

Independent inspections confirm that the construction is proceeding in general compliance with plans and specifications. Safety and security at the site are reported as good, with no significant accidents or material losses. Secure storage and daily construction tracking are in place.
